[RDS-WHOIS2-RT-Leadership_Staff] Missing Recommendation

During the December F2F meeting in Brussels we talked about having a 
recommendation noting that under GDPR, the Contractual Compliance 
workload could increase significantly action might need to be taken 
to compensate by increasing staff. We never drafted the Recommendation though.

I drafted one and presented it at out 17 December teleconference and 
it was agreed that we would incorporate it. But it was never done. I 
have added it to the Executive Summary and to the Objective 6 section.
