As a reminder, in an effort to improve progress reporting, we began using a 20/80 rule for reporting out on fact sheets going forward.
This basically means that any milestone progress will be reported as:

  *   0% = not started,
  *   20% = work has begun, or
  *   100% = task is fully completed (this is once the remaining 80% of work is complete).
This approach allows to assign credit once a task starts (20%) but assigns more weight to the actual completion of work (80%).
