[RDS-WHOIS2-RT] Scope discussion

Dear Alan,

I agree with the principles you suggest and with most of your position
about particular parts of scope.
But I think we shouldn't exclude RDAP from the scope of the review.

We already have RDAP ICANN gTLD Profile, where RDAP is described as "new
protocol was created as a replacement for the WHOIS protocol".
I think that such description at least allows us to say whether RDAP closes
all or most known problems related to current WHOIS.
