[RDS-WHOIS2-RT] Replacement and Removal of Members

Hi Erika,

To be clear, are you suggesting that we have a higher threshold (70%) 
to ask an AC/SO to remove their member that we need to do the removal 
ourselves (presuming we keep the latter power)??

No problem with New vs Replacement.
