[RDS-WHOIS2-RT] REPORT URGENT: Implementation paragraph for R3.1

Note that this is not a change to the 
Recommendation but to the implementation note.

My rationale is:  This is a recommendation to 
revise documentation. I was trying to protect 
against ICANN saying there is still other 
legislation we have not fully addressed, so we 
will not clean up the documentation.

We are already saying they need to keep it up to 
date as things change, so I was suggesting that 
clarity on GDPR is sufficient to trigger the 
re-write effort. If things change later due to 
other legislation, it will have to be kept up to 
date. If as you say GDPR is going to cover the 
bulk of things, then there is even less of an issue.

I will bring this to the rest of the leadership 
team that is meeting later today.
