One further point, regarding the issue of grandfathered domains.

In one of my previous messages I stated that this is actually not a 
problem as the number of grandfathered domains will steadily decrease. 
This is also supported in the latest ARS report.

If you review pages 8 and 9 of the report, particularly Graph 2, it will 
show that there has been a steady decrease of domains that can be 
considered to be grandfathered as they are meeting their trigger events. 
>From initially 33% of domains falling into the non-grandfathered 
category, this has risen to now 69,7% of domain names.

The ARS therefore fully supports my view that no action is necessary to 
"deal with" grandfathered domains as this issue will resolve itself in 
the next couple of years. In fact, if the current trend continues on, 
there would be no such domains remaining in the zones. Obviously, there 
will be some drop-off at the end but unless we can demonstrate that 
these last remaining GF domains pose a significant threat to the 
security and stability of the internet, it is my view that these can be 
left alone until they too start falling under the 2013 RAA rules.

I therefore renew my request to drop any recommendations regarding the 
alignment of contactual requirements between grandfathered domains and 
non-grandfathered domains. All evidence available to us suggests that 
the issue will resolve itself.
