[RDS-WHOIS2-RT] Draft report

A copy of the draft report was sent out a few weeks ago. I have 
received no input and presume at this stage there will be none as the 
report will be sent off early next week.

Note that I just discovered that the section on Consumer Trust is the 
wrong version. The correct one can be found at 
https://docs.google.com/document/d/1J2kdCRH1ftDd78ZoYrYcwA8HCrMEgPyaUW8DsKLXdyE/edit#heading=h.45jfvxd.

I have just finished my almost-final editing pass and I am attaching 
a copy here. There is still some clean-up that Jean-Baptiste will do 
and that should be integrated in the next few days. Also note that we 
are still awaiting the consensus call decisions from Stephanie and 
Volker but I am optimistic we will have that no later than Monday.
