Nice job Alan.  Re breach notification requirements, to the best of my 
knowledge there are breach notification laws in 50 US states, California 
being the first, Canada, and the EU (GDPR).  as for the others, you can 
check Graham Greenleaf's data protection law page, I think it will tell 
you....(but why bother, this is enough to set the rule)
