Actually, the issue here is a bit different. The 
breach notification laws that I am aware of are 
in regard to personal information, where in this 
case, even the other information may be of 
interest (ie for example an attempt to alter the 
expiration dates or the registrar of record (yes, 
I am aware that these could be deemed to be 
personal data, but even if they aren't, we should care).
