[RDS-WHOIS2-Safeguard] Draft Safeguard Data slides for Alan to expand

The breach notification laws in different jurisdiction all vary...some 
are independent of Data Protection legislation, eg in the USA.  If you 
are deeply interested in this topic, I did a research paper with an 
American colleague on ID theft back in 2005, he catalogued all the ones 
that existed at that time in the US.
