[RDS-WHOIS2-StratPriority] Draft Subgroup Report

Hi Cathrin,

As discussed, attached is a first draft report 
for the Rec 1 Strategic Priority subgroup, with 
Sections 1-2 and part of 3 populated using the 
subgroup's planning documents and wiki.

Sections 3-5 include a few guidance notes but 
have been left for subgroup members to complete.
