YouTube mentions a package uploader
https://support.google.com/youtube/answer/3077589
which allows bulk uploads with a metadata file (spreadsheet file)for
the file details.

The challenge is still the manual download from Adobe Connect to a
computer in real time to a computer, ensuring the files are ok,
preparing the metadata file and then uploading.
Tools like AutoIt could be used to automate the browser interactions
to select the file, download, and upload, but such a custom automation
tool will have to be tested thoroughly to ensure all webpage
situations can be handled.

Perhaps ICANN's Adobe Connect vendor can offer a method to make the
video recordings go to Youtube.

However, I still think that the livestreaming is still a better way to go.
For example, here's the livestream of yesterday's session :
https://youtu.be/v6e7m5Tlgec and even with some glitches (having to
open a browser to  find something to paste in the Adobe Chat session,
it does appear to work ok, sound wise. And I've seen additional
settings in the OBS that I think will stream a window and not just the
desktop

Also, livestreaming allows anyone to jump in (when its posted on
social media, alerts) to follow the session live and not just
passively watch it after.
And a chat method could be developed to allow for chat questions and
answers during the session.
