[twochar_comments] Position of United Kingdom Overseas Territories on use of two-character second level domains

Following advice from Karine Perset, I am writing to you as the United
Kingdom representative on ICANN's Governmental Advisory Committee (GAC) to
update you on the UK Government's consultations with the administrations in
its Overseas Territories which have country code top level domains,
concerning the possible release and use of two-character second level
domains as requested by a number of commercial TLD registries.

The following Overseas Territories have informed the UK Government that
they have no objection to the use of two character domains which coincide
with their ccTLDs  at the second level and have stated that they do not
wish to be notified of such requests by registries:

​Falkland Islands (.fk)
South Georgia (.gs)​
​Pitcairn (.pn) ​


​The following UK Overseas Territories have all requested to be notified of
all registry requests to use the two characters of their country codes at
the second level - and any existing such requests should be put on hold
accordingly until they have considered these requests:

Bermuda  (.bm)
British Indian Ocean Territory (.io)
Cayman Islands (.ky)
Montserrat (.ms)
St.Helena  (.sh)
​Turks and Caicos Islands​ (.tc)


I am drawing the attention of the above administrations to the ICANN
process for receiving notifications for two character second level
requests.

The administration for the Cayman Islands (which has a representative on
the GAC) will be in touch with you directly with regard to safeguards which
they wish to see established for applications for the use of .ky at the
second level.​

I am awaiting advice from the administrations in Anguilla (.ai), Ascension
(.ac) and the British Virgin islands (.vg) which are UK Overseas
Territories and I will provide you with a further update when his
information is received. Until then I request you to put any requests to
use these two character second level domains on hold pending clarification
of these administrations' policy positions. Your understanding and
assistance in this regard would be much appreciated.
