as ADO states above your message, there's no reason to change 
America/Sao_Paulo by America/Brasilia (or, for that matter, add an 
alias), since they both observed the same timezone rules since 1970 and 
Sao Paulo is the city with the most population in that zone in the same 
country (roughly 4 times more populated than Brasilia).

It doesn't matter whether one is more politically important than the other.

Take a look at the "Theory" file within tzcode2010f.tar.gz in the 
section called "Names of time zone rule files" for which rules are used 
(and why) to select a time zone name.
