I wonder whether this 2011 decree really means that
tzdata only needs corrections or whether it means that
tzdata needs addition of new zones.

If the tz data is correct for the time before 2011, then the decree
may imply zone split.

That is two new zones:
1) NEW Asia/Khandyga containing Bulunsky (parts), Tomponsky, Ust-Maysky
2) NEW Asia/Ust-Nera containing Oymyakonsky.
