[tz] TZ file comments UTF-8? Bastardized HTML? (was Re: Busingen revisited)

This discussion does not matter, sooner or later it will be utf-8 as it 
has been for the rest of the world.  What can you do.  Like even if I'm 
still confused about this horseless carriage thing, I have one too.
