I don't agree.  Such material would be "informational" exactly as it is today, not "normative" -- it gives background, it doesn't create any new requirements.  The only consequence of having it in an RFC is that it would be visible rather than buried.  And based on the discussion we've been having, that is clearly a needed improvement.
