[tz] Timezones Morocco 2013 incorrect

Thanks,a lso found this very late announcement for 2012, but that is indeed
too late for us. The GNU Emacs predictions are the best ones to use for
this. Maybe you can make this more general because I read that more
islamitic countries will or are intending to switch off DST during Ramadan.
But have not seen confirmations (e.g. Iran Iraq Libanon)
