[tz] India might get a second time zone

I now see that the time zone is also called "chaibagaan time",
where "chai" is tea and "bagaan" garden;
so perhaps 'CBT' would be a more-accurate
abbreviation.  Also, 'CBT' isn't used elsewhere in
the tz database, which is an advantage.
