They are all still on the iana site, but you can't simply look at the
directory

http://www.iana.org/time-zones/repository/releases/tzdata2014f.tar.gz
will work

I have an archive at http://hg.lsces.org.uk/hg/tzdata/ but I've not
currently got download enabled. It's useful for checking what releases
were published.
