[tz] Belarus is listed in MSK timezone

Seeing that the discussion on the topic had died and hasn't come to any 
obvious conclusion as I see it (sorry if I haven't noticed something), 
and "Minsk time" is still being denoted as MSK in the recent tz database 
release, I would like to ask if it is the final decision on the matter 
or is there still room for further discussion.

If, regretfully, it is the final decision I would like for the last time 
to kindly ask about the main reasoning behind it given all the facts 
mentioned in this thread, and if possible explanation of how the recent 
change to MSK can be justified considering all these facts.

I apologize for making you reiterate through all this all over again, 
but this issue is really concerning and the damage, i.e. misinformation 
(e.g. http://localtimes.info/Europe/Belarus/Minsk/), is being done.
