The vast majority of software that thinks it understands time is broken,
and ought to be given headaches.

For this issue, the very name "daylight savings" is, and always has been,
absurd (and negative daylight savings is worse) - there is, in many
areas winter time, summer time (and sometimes others) - in other areas,
there is just "the time". and standard time is which ever applies at a
particular instant.
