[tz] Turkey reintroduces DST next year

Dear All,

 

As you may remember Turkey law about DST was annuled due to board of ministers was not authorized to make permanent decision. 

 

Currently, there are some rumors that, Turkey government had found a workaround solution by setting a deadline to DST regulation in order to avoid legal issues.

As people says, government will release an update before 2018 October.

 

Do we have information about this? Or do we need to take an action?

It looks perfect to me! Thanks a lot, also for fixing up a few more things in my commit.

Out of curiosity -- would it help if I have updated NEWS file too? I can do so next time I propose a patch.
