[tz] No permanent Maryland DST

This year's regular session of Maryland's state legislature has ended.
House Bill 126, establishing permanent Daylight Saving time (with
contingencies) had been approved by the House of Delegates on a 108-24
vote; it was not approved by the Senate.

We'll see what (if anything) happens at the national level.
