I think we can safely ignore it.

The IETF regex draft is going nowhere because in practice the only
email regex that matters is the one in the WHATWG definition of an
email address input field in a web form. I added a note several years
ago suggesting that they need an eaiaddress field and suitable regex.

The response is sure, if there's a significant browser maker that says
they want to implement it. So far, there isn't one.
