[UA-EAI] EAI in Major non-email systems

Dear all:

This note from a couple of months ago from a very very large software provider:

We are taking a bit of a slow approach. The state of industry support is not quite there yet. I checked the top 20 domains we delivered to over the last 7 days which accounted for about 20% of our email volume. Of those, only 4 supported SMTPUTF8 and all were gmail. I am going to do a bit of a wider study or see if we can script the process so we can run it periodically on a larger data set. In reading through other material I have been coming across, the general suggestions I have seen say that providers that offer a UTF8 local part should also provide an alternate standard address.

I wonder if we have been too pragmatic and not dogmatic enough by suggesting the use of ASCII Aliases?  Has it put the burden back to the ESP?
