[WP1] Response to PC1 comments - Recalling the ICANN Board

Hi all

Please find attached the proposed comments replies from PC1 on our first
draft proposal re the community power to recall the entire ICANN Board.

Once again any feedback welcome by 23h UTC.

(I should say for the record that the comments back in our name are
designed to be uncontroversial and generally just identify for people where
to look in the second draft proposal to see what we have changed. As such,
you aren't missing out on a lot if you don't review these docs.)
