[WP1] Working paper on Decision-making

Hi all

Since around half of you (25-30) volunteered to help with this work it sort
of means it isn't a "small group" any more.

Please see attached a working paper I have prepared to help us with the
discussion. This includes Steve's earlier paper and the images from XPLANE.

My proposal is that over the next few days we elaborate on and add to this,
correct, improve it and so on, so that it's a good base for us to make
decisions on the WP1 call on Friday.

For that process of adding your thoughts there is a Google doc version

The Google doc is set up to accept comments from anyone and edits as
tracked changes.

We will go through it in detail and resolve as Work Party 1 our final take
on all the outstanding issues on our call on Friday. Then CCWG can debate
it next week.
