[WP1] Working paper on Decision-making

I've not been across all the discussion of this paper, but your suggestion
makes sense to me.

All: thank you for all the input and comments on this paper and thread.
I'll try and do an updated paper this afternoon NZ time, and circ around
12h before our call, for discussion there.
