[WP2] Lawyers markup of IRP checklist

What is the proper forum for these numbers related disputes (not that I can
think of a basis for one right now)?  Particularly if it is the Board
action that is being disputed?  Is there a numbers IRP somewhere, or is
this a "go directly to court" scenario?
