Besides this statement being quite peculiar, my understanding is
that we are talking about "within ICANN's mission".


Please explain the "Associated Parties" bit some more.

ICANN only recently stated in the Appeal going on in DC that they
can NOT act on ccTLDs.


The only reason why ICANN can do anything to/with ccTLD is because
they control the root.
