[Wp4] Discrete issue: Which bylaws formulation

Hi,

I think this is right, though after presenting the 4 variants, which i
believe is a very good idea, we can indicate that WP4  had a strong
preference for #1.  Maybe even call it consensus, but I leave the
suggestion of consensus to Leon.
