[Ws2-diversity] meeting tomorrow and consolidated updates

Hi Julie,

Thanks for the edits and welcome back :)
in the last call, we went through recommendations and several questions
were raised. Some concerns were about the fact that several recommendations
are too general or abstract, not being written as requirements that can be
translated into implementation later and that we don't have some metric
that implementation can be tested against.

We agreed to rework the recommendations to be more specific and give
guidance to the staff when implementation time comes (it doesn't mean
we give a specific solution but explaining what we want). I am thinking
that using IETF-like way like using the word shall, must etc would be
helpful. We are also waiting for the recommendation guidelines promised by
Bernie. To review the recommendations, we can check if it is elaborated as
requirements and have a clear target.

I made some suggestions for change to the recommendations and looking for
comments from the subgroup members.
