[Ws2-hr] When should ICANN uphold human rights?

ICANN Mission including whether it can regulate the content was extensively discussed, debated and finally agreed with serious difficulties and then approved by the entire CCWG . Then it was further discussed by legal Team and submitted to ICANN Board and agreed and then published as an integral part of new Bylaws.
Are you suggesting that this dub group with mutual accountability responsibility modifies the Bylaws?!!
It is outside the term of reference of this subgroup as well as that of CCWG WS2.
The question you did raise had nothing to do with " content regulation"
If you do not want ti consult your 
 Co- chair and declare total independence, that is another issue
Please reformulate your question to be clearly understood
