Thanks Niels.  I think the procedural issue here is how we treat the topic of "Consensus" under the Rules of Engagement.  As mentioned, it is either Consensus with a Minority Statement or "No Consensus".  I am not sure of the implications here.  Perhaps it is only the plenary that is charged with stating "Full Consensus" or "Consensus" with Minority View or "No Consensus" when it acts on the work of the Human Rights workstream 2 work?
