[Ws2-hr] dissenting opinion - final version for transmittal to CCWG plenary

Can someone please remind me, who is entitled to submit a dissenting 
Opinion? And by when?

And can a dissenting opinion dissent from a dissenting opinion as well 
as from the main report?
