[Ws2-jurisdiction] OFAC Recommendation

Hello Greg,

I like to note 2 minor comments.

1. Calling an issue "generally" doesn't seem to communicate well. I suggest
something in the line of "US sanction on countries"

2. Last paragraph on page 6 can start from "Initially..."
