Thank you for sharing the NCSG exchange- this is very valuable feedback for us.

Please let me allow to provide some answer/explanations.


-          The survey is available in all six UN language. The translations and instructions how to respond to the surveys that are not in English are in the WS2 Ombudsman wiki page: https://community.icann.org/x/vc3RAw - Note, I sent an email to Alberto on 10 April with the Ombudsman mailing list cc-ed to announce the translated surveys.

-          Names are requested for the survey to assure that responses are legitimate. If someone provides answer under the name ‘mickey mouse’ they are usually disregarded.

-          Please note, that all organizational surveys, such as for the recent At-Large Review or the 2015 GNSO Review survey also asked for names and affiliation and no concerns were raised – but we are open to work with future review working parties to assure that these concerns are addressed adequately.

-          Affiliation and other information are gathered to assure transparency on which segments of the ICANN community (or Board) provided input. In this context, the note about ‘drop down’ menus is very helpful and we will take that on board for future surveys. I think this could apply to other questions, too.

-          The independent examiner has access to the names but will not share any information or any individual responses with either ICANN or any other third party. The points about the fact that the survey is not hosted on a secure server and the lack of a privacy policy are very important point and we will certainly address this for future surveys. Thank you for picking up on that.

I agree with you, Dorothy, that some of this information should not be collected. I do think it is reasonable to collect basic demographic data from respondents, i.e. one's geographic region and community affiliation (though I think these fields should be drop-down menus rather than text boxes), but I am not sure why one is being asked to provide their name in order to complete the questionnaire. That said, and while it is not stated on the form, I believe the survey does allow respondents to proceed to the next page and to ultimately submit the form even if they have left the field requesting their name blank.

This is perhaps a meaningless gesture, however, given that the questionnaire is not hosted on a secure server, there is no privacy policy that I could see, and it is not to me clear how the independent assessors intend on anonymising the data (I suspect it would border on impossible to do so). And a survey like this one should really be translated and available for completion in multiple languages — as best I am aware, the Ombuds function operates primarily in English, so the satisfaction or dissatisfaction of someone with the Ombudsperson who does not speak English could really influence the results...

Interesting,  I clicked open the survey and it asks for personal information which it says will not be given to ICANN. Why do I need to give my personal information to this third party?
