Yes they are.  And they are selected because those who select think they
will do so and will do so consistent with the views of the (s)electors.

there are those who do little to nothing.
there are those who never consult.
there are those who forget that the community knows what is best for the
community.
there are those who use their power to abuse.

There needs to be a way to remove them - otherwise there is little
reality to the accountability.

By all means make it difficult.
Require unanimity in the various councils.
Require 3 readings of the motion to remove.
Require non-secret voting.
&c.
