All,
let me echo what León said and just add that we are now at a critical point in our work where we have to worry about implementation. León and his sub team are working on a scoping document to go to the lawyers. Nonetheless, we hope you agree that we cannot afford to wait until we have finalized that and received feedback from a law firm, which - as you will recall - is not even hired so far.

I would like to thank Sam in particular for getting this initial legal feedback to us as I trust this will help our discussions a great deal.
