[CCWG-ACCT] about the CCWG 30-day comment period

No problem on Bruce's suggestion, but I think staff is getting a bad rap here. We spoke about the length of the comment period on several calls, and I think many of us saw value in analyzing comments prior to BA.  This wasn't staff's call.
