[Accountability-dt] GNSO Council has adopted the charter

Just as an update, ASO had a meeting on 12th Nov and covered the charter
in its agenda and currently confirmning the need for additional
processes, to collaborate with NRO.

I'll share on the list for further updates, with the final date.
