[Accountability-dt] GNSO Council has adopted the charter

Hi Avri, 

I don't know what the minimum number of groups is, if any. However, I think
there is an expectation that the CCWG wouldn't have its first meeting until
all the groups that participated in the drafting (and announced discussion
dates) had the chance to come back with a response about the charter.

That said, this doesn't prevent groups adopting the charter from starting to
appoint their members.

This is just my understanding, but please correct me if you see things
differently.

Hi

How many need to approve the charter for the group to go live.  Are the
first two enough?

This is probably more a question for the Framework on CWG group, but on a
jointly defined charter, at what point have enough groups approved it for
the CWG to exist?   Is 2 enough, a majority of those who negotiated, all of
them?
