[Accountability-dt] Last Call for Comments!

Hi all, 
Almost 16:00 UTC -- last call for comments on the document. Izumi did you
wish to resubmit as David suggested?
I will compile Bart and Matthew's comments into one document and send you
all a redline and clean version to circulate over the weekend.
