[APRALO-Policy] ICANN Board Call for Comments to Phase 1 Final Report of the EPDP on Internationalized Domain Names

Thanks to Justine for getting this started.

Staff has created a page for the statement, which is:

APF members are requested to read the IDNs-EPDP Phase 1 Final Report
(available at
https://gnso.icann.org/sites/default/files/policy/2023/correspondence/epdp-idns2-leadership-team-et-al-to-gnso-council-et-al-08nov23-en.pdf).
We will plan for a call next week to kick off the statement. In the
meantime, I have added some tentative text to the page which we will
further discuss in the call.
