[arabic-vip] Arabic Script Issues Document (revised version)

Dear Dr. Sarmad and all,

First let me express my thanks to the excellent job that Dr. Sarmad is doing … I know his job is not easy to conclude the team's work in a final document that pleases everyone. However, I think we have (as a team) to have a balanced mechanism in how to accept or reject comments based on group consensus.

I have a serious concerns with the current draft of the final report:

-         The team's assignment is for the new gTLD … we should not talk about ccTLDs and give the hints that the report should or may be applied on the ccTLDs. (Regardless of that fact that some of us my come or work for ccTLDs).

-         The report may contain some issues that are of some concerns to the registries, BUT the document is solely intended for the TLD level (and hence our discussions and recommendations). Hence, we should not dwell in that area without careful investigations and studies. It is not the same to say the following sentences, the implications are different:

§  even these issues maybe of some concerns to the registries, this document is solely intended for the TLD level

§  even though this document is intended for the TLD level, these issues may also be of some concern for the relevant registries"

-         ICANN banned the use of ZWNJ, dash, and numbers in the new gTLDs. However, the report biased towards the support of ZWNJ even if it has some security issues and significant risks to users from some of the Arabic script communities. The report does not include the support of the use of "-" dash which is been used instead of the space even it does not have any security issues.

-         I have requested to add the following issue 2 times (under Interchangeable Cases) and it has been deleted without giving any justification:

o   Combining Hamza – All forms of ALEF (ALEF, ALEF WITH MADDA ABOVE, ALEF WITH HAMZA ABOVE, and ALEF WITH HAMZA BELOW) are commonly used in mixed. For examples, ALEF is used instead of all of the other forms (e.g., ALEF WITH HAMZA ABOVE or ALEF WITH HAMZA BELOW), ALEF WITH HAMZA ABOVE is used instead of ALEF WITH MADDA ABOVE. Part of the writing “confusion” depends sometimes on how it is pronounced.

-         It is not enough to say "as per our face to face discussions" while other comments get added to the document even if it is not been concluded in the f2f meeting. I'm expecting to see wither a comment is valid or not.  Or it get discussed by the group and get accepted, modified, or rejected by the group.

I have gone through your comments and incorporated many of them.  However, as per my earlier mail regarding general principles, I have kept the sections you have suggested taking out (as per our face to face discussions).

I am circulating a revised version soon and we can further discuss this version for any further revisions.

Here is the revised version of the issues document (cleaned version is without history of editing, and you are encouraged to use this for further work), following our face to face meeting.  Please note:



1.       There have been **significant changes in the document, so all are requested to give a thorough reading and come back with comments on this list if you feel something needs to be changed/added/deleted

2.       Raed, I have not reviewed and incorporated the additional variants you suggested in your mail in response to the first day’s proceedings.  Could you make the changes in the relevant appendices and respond back (highlighting the changes you make), for incorporations

3.       Mohammed and Fahd to get back with the additional items for user interface/application level issues for variants

4.       Baher, could you fill in the section on team information at the end

5.       I have not reviewed the section on disputes.  Could we get a volunteer to look at it again in light of the discussions we had in the face to face meeting.  Siavash could we request you?

6.       Manal, could you add a summary in the terminology section and add the finalized terminology as Appendix D

7.       Iftikhar is requested to identify if we still have any aspects missing from out discussion.

Could I request you all to make the changes in your assigned sections and send them back to me, baher and Mohammed by this week (Friday) and we will put it together and resend the final document over the weekend for final review and formatting.

Thanks all for your valuable inputs.  We just need to make this last sprint to the finish line.
