In case of Pakistani languages, we would also required ZWNJ.

Speaking now only as a Persian speaker, I think we could live without ZWNJ
in the TLD label because I suspect all such labels may be too long to be
attractive as TLDs (unless some brands may require it). On the other hand,
I'd be very curious to know how Urdu, other Pakistani-language speakers and
Kurdish speakers feel about this. I have heard that ZWNJ is very prevalent
in common Kurdish writing. Maybe Behnam knows this or can arrange quickly
for outreach to Kurdish experts.
