Keep in mind, also, that starting with a restriction that subsequently
is opened further is much safer than starting with an open policy,
because later you won't be able to add the restriction if anything has
been delegated.  Again, I urge you to include some discussion about
this issue in the report (I have time reserved for a fairly full
review tomorrow, so maybe it's there and I haven't seen it yet).
