Hi Rick – the Final Report specifies the general purposes for use of the funds and provides examples.
Please note that the Board asked and the CCWG agreed that the funds may NOT be used for regular line items in ICANN’s budget.  The funds were never intended as operating funds and were not described as such in the 2012 Applicant Guidebook relative to auctions of last resort to resolve string contention.

It may be helpful to take a look at the examples provided by the CCWG in the Final Report.

After hearing that ICANN needed more resources for compliance for stopping DNS abuse it seems that the auction proceeds should be used for that instead.

1. In the last bullet point on page 10, we should add.  “Fundamental ByLaws will need to be amended for this limited purpose.”  (The community needs to know this is coming and the Chartering Organizations should vote with full knowledge of this need to amend ByLaws.)

2. In the last bullet point on page 12, please add the following short text.  “When participant polling was included, CCWG support was 8 for Mechanism A, 7 for Mechanism B, and 3 for C.”
