[Comments-com-amendment-3-03jan20] Are you for the public good?

Looking at https://www.icann.org/stewardship it makes me wonder if the
council is holding itself accountable. Considering that the ICANN will
receive $20M from Verisign and that there is no clear indication of how
this money will be spent I think it's incumbent on a worldwide council FOR
the world to clarify why this is happening.
